FSC certification appears on many paper packaging products, but what does it actually guarantee? We break down the certification types, chain of custody, and why it matters for brands.

FSC (Forest Stewardship Council) certification has become a standard requirement for paper packaging in many markets, especially in Europe and North America. But the label carries specific meanings that are often misunderstood.

What FSC Certification Guarantees

FSC certification means the wood fiber in the paper comes from forests managed according to three core principles: environmentally appropriate, socially beneficial, and economically viable. It does not mean the paper is recycled — it means the virgin fiber is sourced responsibly.

Three Label Types

FSC 100%: All fiber comes from FSC-certified forests. This is the strictest label but the hardest to source in large quantities.
FSC Mix: The product contains a mix of FSC-certified fiber, recycled fiber, and controlled wood (from non-certified but verified sources). Most FSC-certified packaging falls in this category.
FSC Recycled: All fiber is post-consumer or pre-consumer recycled material. No virgin fiber is used.

Chain of Custody

FSC certification requires a Chain of Custody (CoC) — every step from forest to final product must be documented and verified. For packaging, this means the paper mill, the converter (the factory that makes boxes or bags), and sometimes the printer must each hold valid FSC CoC certification. If any link in the chain is not certified, the final product cannot carry the FSC label.

Why Brands Need It

Beyond environmental responsibility, FSC certification is increasingly a market access requirement. The EU Packaging and Packaging Waste Regulation (PPWR) and several major retailers require FSC-certified packaging from their suppliers. Brands without FSC-certified packaging may face barriers in European markets.

Cost Impact

FSC-certified paper typically costs 5–15% more than non-certified equivalents. However, this gap has narrowed as supply has increased. For most packaging projects, the cost difference is negligible compared to the total packaging budget.

How to Verify

Ask your supplier for their FSC CoC certificate number. You can verify it on the FSC international database. The certificate should list the product categories the supplier is authorized to produce under FSC certification.
